Introduction and Overview

To support the Government of Georgia, the Asian Development Bank (ADB) prepared the Health Sector Enhancement Program to implement the country’s national health strategy and strengthen its healthcare system. The $50 million policy-based loan aims to improve access to quality and affordable primary health care (PHC) and specialized diagnostic services, especially for women, the poor, and disadvantaged populations.

The program’s outcome will be achieved by implementing policy actions in four reform areas:

Reform Area 1: Benefits and clarity for PHC, specialized outpatient and diagnostic services, and reduce financial access barriers increased.

Reform Area 2: Service provision across levels of care improved through enhanced strategic purchasing.

Reform Area 3: Digital information systems, necessary for more efficient management of health care programs and public financing for the health sector improved.

Reform Area 4: Governance and accountability for the quality of delivered services improved.

To support this initiative, ADB has engaged Curatio International Foundation (CIF) through technical assistance to aid in program design, conduct required assessments and provide implementation support to the Government of Georgia.

The proposed program will support Georgia’s health sector reforms, which will prioritize primary health care (PHC) and specialized outpatient and diagnostic services through sector regulation, redefining health care benefits, improving strategic purchasing mechanisms, and restructuring governance and organizational arrangements, to enhance the sector’s operational efficiency, service delivery, and financial sustainability. The program is aligned with Strategy 2030 of the Asian Development Bank (ADB) and supports the operational priorities on addressing remaining poverty and reducing inequalities; accelerating progress in gender equality; tackling climate change, building climate and disaster resilience, and enhancing environmental sustainability; and strengthening governance and institutional capacity

Project Outcome

The program will contribute to a more efficient, equitable, and financially sustainable health system in Georgia by advancing key sector reforms. It will prioritize strengthening primary health care and expanding access to specialized outpatient and diagnostic services. This will be achieved through improved sector regulation, redefined health benefit packages, enhanced strategic purchasing mechanisms, and restructured governance and organizational frameworks. These reforms aim to improve service delivery and operational efficiency while supporting broader development goals, including poverty reduction, gender equality, climate resilience, and stronger institutional capacity, in alignment with ADB’s Strategy 2030.
