Georgia’s Journey to Integrating Rehabilitation Services into the Health System: Insights and Lessons

This Learning Brief captures Georgia’s journey in integrating rehabilitation services into its health system, offering a detailed account of the strategies, actions, and lessons learned from this transformation. Supported by USAID, Accelerator and Curatio International Foundation, the project aimed to reform a fragmented, Soviet-era rehabilitation system by integrating it into Georgia’s Universal Health Coverage Program (UHCP). The brief provides practical insights for program managers, technical assistance providers, and implementers in similar settings, focusing on the key changes in governance and financing that enabled this shift. It also highlights the role of international collaboration, local expertise, and stakeholder engagement in addressing challenges like financial constraints, facility standards, and data limitations. Workforce training initiatives were crucial to the success of these reforms, alongside the adaptation of global tools, like the WHO’s rehabilitation guidelines, to fit Georgia’s local context, ensuring a sustainable and inclusive rehabilitation service system.
